Ambassador of the Dominican Republic to Canada

Lawyer and career diplomat. With 26 years of professional experience in International Relations, Law and Public Policy, she is the first woman Ambassador Extraordinary and Plenipotentiary of the Dominican Republic in Canada, appointed by His Excellency Luis Abinader, President of the Dominican Republic.

She is an international jurist, specialist in Economic Law and Regulatory Regimes, as well as Competition Law, International Trade, Energy and Industrial Development, being an actor in processes of structural reforms and negotiator of multilateral agreements in the regulatory field, influencing public policies in her country.

She has served as delegate to the Organization for Economic Cooperation and Development –OECD-, the United Nations –UN- and the Organization of American States -OAS-. In the role of Ambassador, she has served as Ambassador, Alternate Permanent Representative to the United Nations and International Organizations in Vienna, Austria, Director of Multilateral Relations of the Ministry of Foreign Affairs. Previously, she served as Advisor on International Law and Policy to the Minister of Foreign Affairs, Director of Relations with Canada and the United States, and technical coordinator of the II Ministerial Summit on Social Inclusion in Times of COVID-19, OECD-LAC/RD 2020.

She directed the Regional Initiative Culture of Peace at the United Nations Development Programme -UNDP-. She served as Communications Consultant in the Senate of the Republic. She entered the public service as a journalist in Service of the Library of the Presidency of the Dominican Republic.

She held the position of President of the National Commission for the Defense of Competition, chairing the Global Competition Forum of the OECD.

In the communication sector, she was known for her work in the written press, television and radio as editor of Listín Diario, host in TeleAntillas, Jornada Extra, Canal 13; CDN 37 and RTVD 4; Radio Santa María/Estrella 90 FM.

Master in International Business, International Human Rights Law and International Relations, graduated from the European Graduate Institute of Madrid, Oxford University in the United Kingdom and FLACSO, and from the Postgraduate Career in International Relations at INTEC, respectively.

Graduated with honors in Competition Policy and Economic Law from INDES/BID; certified in Competition Law from Escuela Iberoamericana de Competencia -CNMC-, Competition Law from Maastricht School of Management of Netherlands; Human Rights and Humanitarian Law from IIDH, Strasbourg, France; Security and Antiterrorism from CHDS Perry Center, National Defense University, Washington, USA.

Recognized with the National Youth Award in 1997, and the laureate National Promise Award 1994 from INTEC -PIES-. Ranked among "Women of Power and Success" in 2007 and 2016-, by Mercado and Forbes Magazine in the DR. Expeditionary Scholar Ruta Quetzal 93 -Universidad Complutense de Madrid-. Champion chess player and field and track athlete. Born in La Vega, she grew up in Jerusalem, Israel and the United States, and was educated in Spain, England and France. She is a polyglot.
